This is probably unfortunate. First, I think it could help to emphasize literacy problems if there was a separate bill for the funding. And the other problem has to do with passage of the renewal of ESEA. Last year they were having trouble coming up with a bill that a majority could go for. If the bill stalls out again, then this literacy funding could get caught in the delay.
